Taliban Intelligence Department Implements Rationing of Humanitarian Aid in Bamyan Province

RASC News Agency: According to sources within the intelligence agency of the Taliban group in Bamyan province, there has been a concerning development. Mawlawi Abdul Rouf Rohani, the deputy intelligence chief of the group in Bamyan province, has allegedly invited relief institution leaders to his office and instructed them to distribute humanitarian aid in specific areas. These sources reveal that during a meeting, the head of one relief institution criticized the approach of the Taliban group’s intelligence agency.
The relief institution head stated that Mawlawi Abdullah Sarhadi, the governor of the province, the security commander, the intelligence head, and the head of economic and developmental affairs in rural areas of the Taliban group, demand a share of the aid. The relief organization is forced to allocate a portion of the aid to these officials to avoid hindering their work.

Expressing their concerns, the head of the relief institution said, “I told the officials of the Taliban group that if we distribute a share to all of you, what would be left for the poor and needy people? Mawlawi Rohani responded by saying that it was the relief institution’s own problem.” It is important to note that previous reports have emerged regarding the misappropriation of humanitarian aid in Bamyan province. Some sources claim that, in addition to emergency assistance, more than a thousand developmental projects have been initiated and funded through adapted institutions in the county where the head of rural development of the Taliban group is from.

According to information from sources, a few months ago, the Islamic Relief Institution allocated over three million dollars at the request of Mawlawi Ziaullah Khadem for development projects in those areas. Similar practices are said to occur in other provinces of the country.
It is worth mentioning that reports indicate the Taliban group selectively distributes aid in various provinces and prioritizes the majority of developmental projects in areas of their preference.
