RASC News Agency: Local sources report that a Taliban-operated vehicle ran over and killed General Abdul Raoof Mohtaj, former Chief of Staff of the 209th Shaheen Army Corps under the previous Afghanistan government. The incident took place on Friday October 11, on a road in Kabul’s Khairkhana area, within the city’s 11th district. Sources confirm that General Mohtaj, an ethnic Tajik and resident of the Kohistan District in Kapisa Province, lived in the Khairkhana neighborhood of Kabul. Eyewitnesses claim the Taliban vehicle fled the scene after deliberately running over the former military officer. Several reports suggest that this act was intentional, though Taliban officials have yet to provide any statement regarding the incident.
In the past three years, the Taliban have systematically targeted and killed numerous former military personnel through both direct and indirect means. Despite the Taliban’s public declaration of a general amnesty, reports from the United Nations and human rights organizations highlight ongoing arbitrary detentions and extrajudicial killings of former military officials by the Taliban. In this period, the Taliban have executed thousands of soldiers from the former Afghan military, with thousands more currently held in their prisons.
These killings persist even as high-ranking officials and key figures of the former Republic including Hamid Karzai, Abdullah Abdullah, and close relatives and associates of Ashraf Ghani continue to live freely in Kabul. Many of these individuals, alongside former cabinet members, military generals, and political allies, now receive financial and political protection from the Taliban.
