The United Nations and the European Union have designated Sanaullah Ghafari as a “global terrorist”, and the US State Department has set a $10 million reward for information that leads to the arrest or identification of the whereabouts of Shahab al-Muhajer, the leader of the ISIS group in Khorasan.
