The proposed bill comprises three primary pillars:
Policy Development and Enforcement: The U.S. Department of State must formulate and implement policies to ensure that no foreign aid is channeled to the Taliban.
Comprehensive Reporting on Cash Assistance: A detailed report is required for all cash assistance programs in Afghanistan, including specific measures to prevent the Taliban from accessing these fundsTransparency on Afghanistan’s Trust Fund and Central Bank: The U.S. government must produce an in-depth report on the current status of Afghanistan’s trust fund and its central bank.
Commenting on the bill, Congressman Burchett stated on X (formerly Twitter): “It’s alarming that such legislation even needs to be introduced in the first place.” This legislative move reflects heightened concerns over the Taliban’s exploitation of foreign financial aid and international assistance.
