RASC News Agency: The Taliban’s Security and Liquidation Commission has announced the appointment of Mufti Mohammad Sharif Osmani as the new chancellor of Balkh University. This decision follows the dismissal of Mawlawi Zia ul Haq Zia Karimi, who was previously appointed but removed due to a phone call with a woman. Haji Zaid, the spokesperson for the governor of the Taliban group in Balkh province, conveyed this announcement on Friday, January 5th. Zaid mentioned that Mufti Mohammad Sharif Osmani, the former head of the military court in the northern zone, has been appointed as the new chancellor under the orders of Mullah Hibatullah.

It is crucial to note that the previous chancellor of Balkh University, appointed by the Taliban group, was ousted last month for an alleged improper phone call with a woman.

Approximately a year ago, the Taliban’s Ministry of Higher Education appointed Mawlawi Zia ul Haq Karimi as the chancellor of Balkh University. However, there is no available information regarding his educational background or professional experience. Notably, the Taliban tends to appoint individuals with religious education rather than those with experience in educational leadership to head government institutions, including universities.

Under Taliban control, previous government employees were replaced in leadership positions across all government institutions. Subsequently, Taliban-affiliated individuals took over these roles. Additionally, government university officials were terminated and substituted with individuals lacking both work experience and university education. Despite their limited qualifications for leading educational institutions, these individuals are presented as the new heads of these institutions.
