RASC News Agency: In light of available information, Atiqullah Noshir, the former deputy to Hanif Atmar, a former security advisor to the preceding Afghanistan government, held discussions with Shahabuddin Delawar, the Minister of Mines and Petroleum of the Taliban group, to negotiate a contract for mining extraction. As stated in a press release from the Taliban’s Ministry of Mines and Petroleum on Tuesday, December 5, Mr. Noshir, during this meeting with the group’s Minister of Mines, advocated for investment in the sectors of gold, lead, and copper mining.
It is noteworthy that, based on available information, Mr. Noshir had previously served in other capacities, including the role of former deputy directorate of administration, before assuming the position of deputy to Mr. Atmar. According to a press release from the Ministry of Mines and Petroleum of the Taliban group, Atiqullah Noshir is introduced as the “Manager of Apex 2,” and Afghanistan Radio and Television, under the Taliban’s administration, reports that this company is of Chinese origin and operates under the leadership of Atiqullah Noshir.
This development occurs while more precise details about the establishment and initiation of Apex 2’s activities are unavailable, and it remains unclear in which countries and sectors this company primarily focuses its operations. Nevertheless, based on available information, since the Taliban’s assumption of control in the country, they have actively pursued the closure of mining extraction contracts, particularly in the northern mines involving foreign countries. Reports indicate that just yesterday, in the midst of plunder of mines in the northern province of Panjshir, they once again completed the sale of a box of emerald.
It is noteworthy that, according to certain experts and officials from the previous government, the Taliban group, lacking global legitimacy, is involved in extensive exploitation of mines, in contradiction to ethical principles of society.
