He specifically mentioned that it was not appropriate to be untidy within the cities. It is noteworthy that the Taliban group, which has held power for over two years, initially lacked familiarity with urban culture. This lack of exposure to urban norms and practices may have contributed to their previous disregard for cleanliness and personal hygiene.
Furthermore, it is important to mention that the Taliban officials consider the appearance of having a beard and long hair to be a fundamental aspect of Islamic practice.
