RASC News Agency: According to documents from the Taliban’s internal database, which were exposed by a hacking group, Mullah Hibatullah Akhundzada, the leader of the Taliban, has ordered the group’s government agencies that no one is to be sent abroad for educational purposes without his explicit permission. The leader, who has not been seen in public, issued this decree on March 16 of this year, with a signature attributed to him at the bottom of the document. A copy of this letter, sent to the Taliban’s Ministry for the Propagation of Virtue and Prevention of Vice, reveals that Mullah Hibatullah instructed the relevant authorities: “If anyone is to be sent abroad for education, capacity-building, seminars, or other forms of study, their full details must be submitted to us through the Ministry of Foreign Affairs for our approval before any action is taken.”
Previously, Mullah Hibatullah had also decreed that no Taliban official should travel abroad or meet with foreign officials without his permission. The requirement for his approval before sending students or youth abroad highlights the deeply authoritarian nature of the Taliban’s rule. Mullah Hibatullah has long opposed education and the pursuit of knowledge. The culture in which he was raised is one of backwardness and ignorance; it is intrinsically hostile to both education and the presence of women in society.
In the Taliban’s worldview, the role of women is restricted solely to the domestic sphere, confined to childbirth and raising children, with no recognition of their capacity for greater societal participation. In their cultural and social system, values such as humanity, justice, and citizenship are absent. Those who speak of freedom and justice on behalf of this culture are, in reality, advocating for the dominance of their own ethnic and cultural agenda.
