China Redraws Security Map with New County Near Afghanistan–Kashmir Border, Shifting Regional Geopolitics

RASC News Agency: According to WION News Agency, China has taken a significant geopolitical step by establishing a new administrative unit near the sensitive borders of Pakistan-administered Kashmir (PoK) and Afghanistan a move that has triggered strategic concerns in India.

The report states that Beijing has created a new county named “Senling” in the Xinjiang Uyghur Autonomous Region as part of its effort to counter perceived security threats linked to Uyghur separatist networks. The area is considered highly sensitive for China due to ongoing security concerns. The decision also includes strengthening security measures along the narrow Wakhan Corridor bordering Afghanistan.

In this context, conditions in Taliban-controlled Afghanistan described as an ideologically driven and ethnically structured authoritarian system are seen as a key factor shaping China’s security concerns. Weak border governance and limited capacity to contain transnational militant networks have, according to analysts, created potential pathways for infiltration by extremist groups, including elements linked to the East Turkestan Movement.

The newly established Senling County lies near the Karakoram mountain range and adjacent disputed territories, further increasing its geopolitical significance. It is the third county China has created in Xinjiang over the past year, a region where the majority of the population is Uyghur Muslim and which has long been central to Beijing’s internal security policies.

India has previously objected to the creation of the counties of He’an and Hekang, claiming that parts of these areas fall within the territory of Ladakh Union Territory. The Aksai Chin region, controlled by China since the Sino-Indian War, remains one of the most contested flashpoints between the two countries.

From an economic and strategic perspective, Kashgar historically a key node on the Silk Road serves as a critical gateway connecting China to South and Central Asia. It is also the starting point of the $60 billion China–Pakistan Economic Corridor (CPEC), which passes through disputed territories and has consistently faced opposition from New Delhi.

Analysts argue that the creation of Senling County reflects Beijing’s growing emphasis on border management and security consolidation in its peripheral regions. According to Lin Mingwang, professor at the Institute of International Studies at Fudan University, the move demonstrates China’s deeper understanding of the strategic importance of this region.

He further notes that the county’s proximity to the Wakhan Corridor a narrow 74-kilometer strip in northeastern Afghanistan is particularly significant. This corridor separates Tajikistan from Pakistan-administered Kashmir and has long raised concerns in China over its potential use by Uyghur militant groups seeking access to Xinjiang.

In this framework, the security situation in Taliban-ruled Afghanistan marked by governance constraints and limited control over armed groups has become a critical variable in China’s regional security calculations. Analysts warn that continued instability not only exacerbates regional security challenges but also further complicates the geopolitical competition among major regional powers.
