Arbitrary and Politicized Purges by the Taliban: Thirty-One Employees of Parwan Agriculture Department Illegitimately Dismissed

RASC News Agency: In a recently leaked official memorandum, the Parwan Provincial Directorate of Agriculture disclosed the abrupt dismissal of 31 employees by the Taliban authorities. The letter, obtained by independent media outlets, cites “organizational downsizing” as the ostensible justification, claiming that these positions were eliminated at the onset of the current solar year approximately two months prior. The dismissed staff members have been informed that they will no longer receive any salaries or benefits effective immediately. The directive, signed by Mawlawi Ruhullah Rohani, head of the Parwan Agriculture Department, explicitly references direct orders from the Taliban Ministry of Agriculture and the supreme leader’s decree mandating a twenty percent reduction in government personnel across all public institutions.

However, multiple credible sources inside government circles reveal that this downsizing is neither impartial nor administratively justified. Rather, it has been executed in a highly arbitrary, politically motivated, and ethnically biased manner. Taliban ministers, provincial governors, and department heads have systematically targeted employees affiliated with the former republican government, who predominantly belong to non-Pashtun ethnic groups. These dismissals, framed under the euphemism of “organizational reform,” amount to an orchestrated campaign of ethnic and political purging within the civil service. The human cost of these actions is profound and deeply disturbing. Local sources from Parwan province report that just days ago, a dismissed civil servant from Salang district tragically took his own life, overwhelmed by the sudden loss of income and social standing. Such incidents poignantly illustrate the devastating personal consequences of the Taliban’s ruthless personnel policies.

These purges transpire amid an escalating socio-economic crisis engulfing Afghanistan. According to reports by international organizations and human rights monitors, the country faces unprecedented levels of poverty, unemployment, and psychological distress. Millions of Afghanistani citizens endure daily hardships, compounded by the Taliban’s misgovernance and oppressive policies. By prioritizing ethnic favoritism and political loyalty over merit and professionalism, the Taliban are systematically dismantling the fragile institutional fabric essential for governance and service delivery. This discriminatory practice not only undermines administrative efficacy but also exacerbates ethnic tensions and social fragmentation in an already volatile society.

The international community’s reluctance to hold the Taliban accountable emboldens the regime’s authoritarian impulses, allowing such discriminatory purges and human rights violations to continue with impunity. As Afghanistan’s humanitarian and governance crises deepen, the blatant politicization and ethnic cleansing within government institutions reveal the Taliban’s fundamental failure to establish a legitimate, inclusive, and functional state. Their policies threaten to plunge the country into further instability, eroding any prospects for peace or reconstruction.
