RASC News Agency: Sources in Parwan have informed RASC that Mullah Abdul Ahad Haqqani, previously known as “Miya” for his work as a religious amulet writer, has been appointed by the Taliban as the new president of Parwan University. Noorullah, a student at the university, shared with RASC that Haqqani, once a practitioner of amulet writing, was recently appointed as the police chief of Kapisa province by Mullah Hibatullah. He has now been promoted to lead Parwan University.
Noorullah further revealed that Haqqani’s appointment as university president is highly contentious, given his past involvement in numerous criminal activities, including land-grabbing, kidnapping, and contributing to regional instability. A close associate of Haqqani, who wished to remain anonymous as Aminullah, told RASC: “Haqqani is originally from the village of Landakhil in the Tagab district. Before joining the Taliban, he was deeply involved in political and religious activities.”
Aminullah continued, “After the collapse of the Republic, Haqqani continued his work as an amulet writer and later assumed the role of police chief in Kapisa. During this period, he was involved in controversial activities, such as relocating five women from Hesa-e-Awal Kohistan to an undisclosed location and facilitating the release of kidnapping rings in exchange for money.” Aminullah emphasized that after the Taliban’s takeover of Afghanistan, Haqqani served as the vice president for academic affairs at Al-Biruni University and was subsequently appointed by the Taliban’s Ministry of Higher Education to head Parwan University.
Haqqani has also faced accusations of engaging in terrorist activities, including bombings and targeted killings. This appointment comes amid the Taliban’s ongoing efforts to place its own members and affiliates in key academic positions. Recently, the Taliban dismissed six professors from Badakhshan University and replaced them with their own appointees.
